USG Systemwide Human Resources Administration

Karin Elliott, Vice Chancellor for Human Resources

The Vice Chancellor for Human Resources directs the development and administration of strategies, plans, policies, and programs aimed at maximizing employee effectiveness. This role also oversees human resources investments to ensure optimal returns on the system’s human capital assets. Additionally, the Vice Chancellor serves as a liaison and mentor to institutional Chief Human Resources Officers, offering guidance and leadership as needed.

Starmeka Jones, Administrative Coordinator, Human Resources

The Administrative Coordinator provides support to the Vice Chancellor for Human Resources, while also assisting the HR leadership team and USO HR personnel with special projects and assignments as needed.

Quint Hill, Associate Vice Chancellor, Human Resources

The Associate Vice Chancellor for Human Resources serves as a primary point of contact for HR leaders at USG institutions, offering leadership, guidance, and support for various human resources programs, initiatives, and policies.

Michael Smith, Human Resources Program Director

The Human Resources Program Director supports strategic initiatives related to policy, procedure, technology, and vendor management. This role provides leadership and coordination to align USG HR strategies and technology platforms with the system’s strategic goals and industry best practices. The director also contributes to special projects and assists in developing, reviewing, and documenting policies and procedures.

Joe Strong, Associate Vice Chancellor for Total Rewards

The Associate Vice Chancellor for Total Rewards leads the strategic design and administration of systemwide benefits programs for faculty, staff, and retirees. This role also provides guidance and support to USG institution HR departments.

Gail Imoukhuede, Director of Benefits

The Director of Benefits manages systemwide benefit programs and policies. This role oversees third-party benefits administrator engagement, liaises with vendors and institutions on enrollment issues, and handles benefits appeals. The director also collaborates with systemwide committees to enhance benefits offerings.

Nicole McNeil, Benefits Manager

The Benefits Manager serves as the subject matter expert for USG healthcare and voluntary benefits plans. This role acts as the main point of contact for institutions regarding benefit escalations, oversees the enrollment process, manages appeals, and identifies trends for process improvement.

Ferrell Stallings, Retirement Plan Manager

The Retirement Plan Manager supports the analysis and administration of systemwide retirement programs. This role provides education, strategy recommendations, issue resolution, and policy guidance to ensure retirement plans comply with 正版bbin平台下载 of Regents documents and legal requirements.

Candice Bovian, System Well-Being Manager

The System Well-Being Manager develops and implements the annual USG Well-being program plan, communicating these initiatives across USG institutions. This role manages vendor relationships and strengthens the well-being liaison network at campus locations.

Crystal Lattimore, Senior Compensation & HR Policy Professional

The Senior Compensation and HR Policy Professional develops and manages compensation programs and HR policies to align with organizational goals and regulatory requirements. Responsibilities include analyzing market data, designing incentive plans, and ensuring compliance with labor laws. The role also provides guidance on policy interpretation for employees and management.

Dr. Annie Porbeni, CHRO & Assistant Vice Chancellor for the University System Office

The Assistant Vice Chancellor serves as the Chief Human Resources Officer for internal USO HR, overseeing the department’s operations, programs, and services.

Cynthia Okonkwo, Associate Director of Human Resources for the University System Office

The Associate Director of Human Resources manages daily USO HR operations and serves as the escalation point for HR Generalists and the HR Specialist. This role also advises the Shared Services HR team on employee pay and benefits matters.

Tracey Smith, Human Resources Generalist (Supporting Metro Atlanta-Based USO Employees)

The Human Resources Generalist supports onboarding, offboarding, benefits, payroll, employee relations, and recruitment for Atlanta-area USO locations, including Trinity-Washington, GPLS, GALILEO, the State Archives and Records Center, and the Georgia Film Academy. The role also assists hiring managers with position reviews, reclassifications, and onboarding.

Nyree Henderson-Hayes, Human Resources Specialist (Supporting All USO Employees)

The Human Resources Specialist administers various HR programs, including records management, payroll, leave administration, and the USO employee intranet. This role also serves as the USO TAP Coordinator, Well-being Liaison, and Dual Appointment Coordinator.

Betsey Philyaw, Human Resources Generalist, Senior (Supporting Athens and Sandersville-Based Employees)

The Senior Human Resources Generalist supports HR functions for the Information Technology Services team in Athens and the Shared Services Center in Sandersville. Responsibilities include employee relations, recruitment, onboarding, benefits administration, and ensuring compliance with labor laws and organization policies. The Senior HR Generalist provides support to senior leadership on compensation and reclassification requests, offering guidance on job evaluations and internal equity to ensure fair and strategic decision-making.
